Abstract
Statement of the problem:in recent years, with the increase in the occurrence of natural disasters and man-made threats, medical Infrastructures, as one of the critical components in providing public health and crisis management, have Required special attention. As an effective approach to deal with various threats, passive defense plays a significant role in reducing the vulnerability of medical infrastructure against possible risks Research question: What is the architectural model of the treatment centers in the coastal areas of Makran (Chabahar city) with a passive defense approach? Concept:includes a set of civilian measures and measures that are used with the aim of reducing losses and Casualties caused by attacks and natural disasters Research method: This research deals with risk assessment and threat Analysis related to medical infrastructure in Makran Coastal area with passive defense approach. The Main goal of this research is to identify the natural and human threats of the region and provide Management solutions to reduce the vulnerability and increase the resilience of medical centers. Findings:is a combination of qualitative and quantitative Analysis, which includes specialized Interviews with hospital managers, data collection through Questionnaires, and the use of statistical Models and multiple regression for data analysis. The findings showed that earthquakes, floods, and Tropical storms are among the most important natural threats in Makran region, while human threats include terrorist attacks and population growth pressures. Regression Analyzes have identified factors that increase the resilience of medical centers against these threats. Results: show that the use of new technologies, continuous training for employees and the Use of warning systems can lead to reducing the risk and increasing the security of medical centers. Finally, this research offers Suggestions for policy makers and hospital managers to improve the security and resilience of medical Infrastructure against various threats by adopting passive defense strategies
